orn in Detmold, West Germany, son of a carpenter (father) and Polish refugee (mother), Frank-Walter Steinmeier has received the Order of Merit of the Italian Republic (OMRI), Order of Prince Henry, a Portuguese order of knighthood (GColIH), Order of Merit (GCM), “a Portuguese Honorific Order of civil merit intended to award those responsible for meritorious acts or services performed in the exercise of any functions, both in the public and the private sphere, which reveal self-sacrifice in favor of the community.”

Frank-Walter Steinmeier studied law and political science at the Justus Liebig University Giessen and worked as a scientific assistant to the professor of public law and political science at Giessen University before taking his doctorate of Law.
His dissertation explored the role of the state in the prevention of homelessness.

“Nations are turning inward as they try to cope with the coronavirus pandemic, closing borders, and imposing drastic executive measures in a retreat which risks leaving every country fending for itself.
[But] we can contain and counter COVID-19 more effectively by knocking down the barriers that hinder knowledge exchange and co-operation.

There is a central lesson to be learnt from human experience: nearly all plagues that took their toll on humankind – tuberculosis, smallpox, Ebola, AIDS – have been defeated by modern medicine providing therapies and vaccines. Shared knowledge and accelerated research driven by a global network of scientists will also provide the ultimate answer to our current predicament.

We are confident that if we pool our knowledge and our efforts we can and will be saved by human ingenuity.

Let us accomplish this in a spirit of solidarity, caring for everyone, be they poor or rich, old or young, woman or man. It will save lives. It will bring out the best in all of us. And it will make tomorrow’s world a better place.

 We do not want to become an anxious or distrustful society. We can be a society with more trust, more consideration, and more confidence.

This pandemic is not a war.
Nations are not against other nations [or] soldiers against other soldiers.

This is a test of our humanity.

How things will continue and when and how restrictions can be relaxed will not be decided by politicians and experts alone.

The solidarity [shown] … every day, now …, will require all the more in the future.
