Trump’s Guatemala meets Biden’s Ukraine

Rule of Law mere Expediency

Americans’ Transnational Crimes of Corruption

“The case of Joe Biden should be investigated in Ukraine not only in connection with his corruption at Burisma Group; but also in connection with his participation in the coup of 2014” (Pravda Report).

An area “worthy of investigation is the allocation ‘of many billions to Ukraine owing to Joe Biden’s efforts in the form of subventions, subsidies, technical assistance, as well as the provision of guarantees of the US government under the placement of Ukrainian Eurobonds.’….”

The “‘constant presence of Joe Biden during the uprising against Viktor Yanukovych deserves to be investigated …’ Yanukovych … agreed to a quiet transfer of power under European guarantees, and ‘suddenly everything was broken.’ ‘Clearly, neither Turchynov, nor Klitschko, nor Yatsenyuk would ever have broken their guarantees to Yanukovych, if they had not been given a free hand from [the] Obama and Biden’” regime.

  • Oleksandr Valentynovych Turchynov: Secretary of the National Security and Defense Council under President Petro Poroshenko December 16, 2014 –May 19, 2019
  • Vitaly Volodymyrovych Klitschko: Mayor of Kiev June 4, 2014-present; People’s Deputy of Ukraine December 12, 2012 –June 5, 2014
  •  Arseniy Petrovych Yatsenyuk: Secretary of the National Security and Defense Council under President Petro Poroshenko December 16, 2014 –May 19, 2019; President of Ukraine (acting) (prime minister himself) February 23, 2014–June 7, 2014; Prime Minister (acting, under himself as president) February 22, 2014–February 27, 2014, under President Viktor Yanukovych March 4, 2010 – March 11, 2010; Deputy Prime Minister of Ukraine under Prime Minister Yulia Tymoshenko December 18, 2007 – March 11, 2010; Deputy Prime Minister of Ukraine under Prime Minister Yulia Tymoshenko December 18, 2007 – March 11, 2010; Director of the Security Service under President Viktor Yushchenko February 4, 2005 –September 8, 2005

December 2013, US senators John McCain and Chris Murphy visit Yatsenyuk and Tyahnybok and later address the crowds heard saying:

Ukraine will make Europe better and Europe will make Ukraine better, we are here to support your just cause…; the destiny you seek lies in Europe…” Boasting and justifying US officials’ breach of Ukraine’s sovereignty

“These people love the United States of America, they love freedom – and I don’t think you could view this as anything other than our traditional support for people who want free and democratic society.”

February 4, 2014 assistant secretary in the US Department of State under President Barack Obama, Victoria Nuland recorded in a telephone conversation with US Ambassador to Ukraine Geoffrey Pyatt) says:

“We want to try to get somebody with an international personality to come out here and help to midwife this thing…  F --- the EU.”

The Obama-Biden regime “conducted a ‘color revolution’ in Ukraine …, manipulating Poroshenko and others directly …, supporting them financially through direct funding; and, accordingly, through guarantees for the issuance of Eurobonds.

The center of the Ukrainian coup ‘was the Ukrainian Embassy in the United States headed by Ambassador (Valery) Chaly. … [M]eetings were held there when Hillary Clinton’s presidential campaign was in full swing” [Pravda Report]

The 2014 “Ukrainian Revolution” (a/k/a “Euromaidan Revolution”) of police and protester violence and unknown shooters (February 18–23, 2014) in Kiev, Ukraine’s capital city, culminated in the removal of elected Ukrainian President Viktor Yanukovych, and the overthrow of the Ukrainian Government.

(2002-2010); 2015-2020

Ukrainian criminals and prosecutors, Biden and family corrupt characters

With big ideas for shale oil production, businessman Nikolay Zlochevsky, in 2002, establishes and becomes CEO of Burisma Group, registered to Cyprus offshore company Brociti Investments Ltd. In 2010, under President Viktor Yanukovych, Zlochevsky is handed the position of Ukrainian minister of ecology.

Two years later, he flees Ukraine after Prosecutor General of Ukraine, Viktor Mykolayovych Shokin (under President Petro Poroshenko February 10, 2015 – March 29, 2016), initiates “several criminal cases against him on suspicion of tax evasion, money laundering and embezzlement of state funds.”

Viktor Mykolayovych Shokin (a veteran investigator with the office of Prosecutor General) had inherited the case from Ukrainian Prosecutor General Viktor Pshonka who had begun “investigating Ukrainian oligarch Mykola Zlochevsky, owner of the natural gas company Burisma Holdings, over allegations of money laundering, tax evasion, and corruption during 2010–2012.”

Viktor Mykolayovych Shokin threatened

November 2, 2015, an unidentified sniper fired three shots into Shokin’s office. Bulletproof glass prevented the killing of the prosecutor. At the end of 2019, the case was reportedly still under investigation.

Also in 2015, Americans threatened prosecutor Shokin.  Then-vice president Joe Biden reportedly during a visit to Kiev in December 2015

“warned Ukrainian President Petro Poroshenko that, if he did not fire Shokin, the Obama administration was prepared to withhold $1 billion in loan guarantees.

In a public arena before a US audience, Biden reportedly bragged

“I looked at them and said, ‘I’m leaving in six hours. If the prosecutor is not fired, you’re not getting the money.’”

Having failed to kill him, various domestic and international actors seemed bent on ruining Shokin’s reputation and removing him from office (one or both).

On February 16, 2016, Shokin submitted a letter of resignation. On March 29, 2016, the parliament recorded an official vote of dismissal.

On February 27, 2020, a court ruling “forced investigators to open a probe on Biden’s pressure on Poroshenko to fire Shokin.”

US’s Ukraine Pattern Applied in Guatemala, Expedience of Corruption, Anti-corruption

Colombian jurist and diplomat Iván Velásquez Gómez, serving under Secretaries-General Ban Ki-moon and António Guterres, was the third Head of the International Commission against Impunity in Guatemala (October 1, 2013-September 3, 2019).

In 2011, he was awarded the “World Human Rights Prize” by the International Bar Association. In 2012, he received the Association of German Judges’ award “for his commitment in the fight against corruption.”

As head of the International Commission Against Impunity in Guatemala (CICIG), Velásquez would be a powerful figure, authorized to investigate anyone, even the president, and bring charges in Guatemalan court with the cooperation of Guatemala’s aggressive chief prosecutor, Thelma Aldana – much like a special counsel does in the United States.

But like Ukraine’s prosecutors, once he started reaching high to bring down corruption, he was promised support; then rejected; then pushed from office with the aid of US officials.

When evidence surfaced that Guatemala’s president (January 14, 2012 – September 3, 2015), Otto Fernando Pérez Molina, “was involved in a multimillion-dollar customs fraud ring at the airport, Velásquez authorized wiretaps that led to bribery and fraud charges.” Molina was prosecuted, tried and convicted.

Guatemala held new elections and, on January 15, 2016, Jimmy Morales was sworn in to office as Guatemala’s president. US vice president Joe Biden traveled to Guatemala and attended the swearing in event. Biden reportedly complimented the new president and announced more US money for taking on corruption. U.S. money flowed.

Then Velásquez’s investigation turned up fraud by “some familiar names…, including one of the president’s sons, Jose Manuel Morales, and the president’s older brother, Sammy, a close adviser.”

January 18, 2017, two days before Donald John Trump was sworn as US president, “Velásquez and Aldana had Sammy Morales and Jose Manuel Morales arrested for fraud.”

August 25, 2017, Velásquez joined with Aldana in asking the Supreme Court to strip Morales of his presidential immunity. The prosecutors said they identified at least $825,000 in illicit, anonymous contributions to Morales’ presidential campaign – and they wanted him to stand trial.

Meanwhile, the new US President had an itch— Israeli and Christian Zionists and Central American immigrants— and Morales wanted impunity and no prison time. The presidents joined forces.

Despite dissent at the United Nations and across the world, Morales on Christmas Eve announced he would join Trump’s embassy in Jerusalem.

“Moving the Guatemalan Embassy to Jerusalem sends a message,” Velásquez later reported.

“It tells President Trump: ‘Whatever you need, we are at your disposal.’ ” Morales started to make more regular visits to Washington, beginning with the National Prayer Breakfast.”

Morales wanted Iván Velásquez Gómez and the International Commission against Impunity in Guatemala out of Guatemala. The Trump government changed the US tune. Corruption’s good, anti-corruption’s bad.

Trump’s ambassador to the United Nations, Nikki Haley, visits Velásquez and pressures him to get rid of CICIG promotional material.
Jimmy Morales comes to Washington and he and Haley attend a convention of AIPAC, the largest pro-Israel lobby in the United States.

Approaching the fall 2018, Velásquez turns on a television and watches “Guatemalan President Jimmy Morales entering a hall flanked by 50 military officers standing at attention.” Morales had come “to announce CICIG’s expulsion,” claiming that the commission “was guilty of sowing ‘judicial terror.’”

Not unlike belligerence at Kiev, military tanks and a dozen artillery-mounted jeeps … provided by a U.S. military patrol surround the CICIG office.

Morales wanted corruption fighter Velásquez out. Trump wanted corruption-fleeing migrants turned back.

July 2019, Morales and Trump announce an agreement to ban immigrants fleeing conflict and corruption.

Morales agreed to make Guatemala a “safe third country” for migrants seeking asylum in the United States.

Under the deal, migrants from other Central American countries, such as Honduras and El Salvador, are precluded from making applications for asylum in the United States. Instead, they must first ask for asylum in Guatemala.

Consistent with the hands-off corruption, see-no-evil Trump-Morales pact, the latter “tightened the screws” on Iván Velásquez and on the UN’s international anti-corruption force, causing more thousands to pour out of Guatemala.

Guatemalan families arrested at the US Southwest border in 2018 had “more than doubled” the numbers in fiscal 2016, reaching “50,000.”

Following the expulsion of Velásquez, the number of Guatemalan families arrested at the US border in 2019 had reached 185,000.

“The functional nation the CICIG was supposed to usher in felt more distant than ever.” Dark days of civil war and military rule remembered seemed to lie ahead.

Quoting the Colombian jurist, diplomat, and former head of the International Commission against Impunity in Guatemala, Real News presented a picture of “a country that suffered decades of military dictatorship and merciless repression” now in fear of the return of these conditions.

Iván Velásquez Gómez recalled that “The dictatorship had killed an entire generation of intellectuals.

There was genocide, thousands of Indigenous people murdered, disappeared, tortured.”

The simple fact of a military presence – and tanks with artillery – in front of the CICIG was a grave reminder, especially to people over the age of 40, of how dark conditions were.

A

mong the characters presented to the people of the United States of America—there is no discernible choice. Whether called Biden or Trump, they are all the same—corrupt to the core!

In ethics, in moral character and humanistic courage; in priorities, policy and politics, in the pattern played out in foreign and domestic affairs—there is pageantry and propaganda, dissembling, criminality, and downright dishonesty.

There are no actual differences in substantive qualities, or in relation to seriously important matters. (my thoughts)
