Congressional Research Service explains IEEPA in a January 31 update
The International Emergency Economic Powers Act (IEEPA), previously used by the Nixon administration, presumably is to be employed by the Trump Government, has the intention of imposing “a 10%-20% tariff on all imports”; and imposing “tariffs on specific countries to achieve foreign policy goals, such as pressuring Mexico and Canada (through a 25% tariff) to aid the United States in reducing undocumented immigration (a strategy he used in 2019) and pressuring China (through an additional 10% tariff) to address illicit exports of fentanyl.”

Apparently, according to the Brazilians, people deported (on the 24th of January) by the United States“arrived in Brazil in handcuffs” and some of the “passengers” reported having been mistreated “during the flight.”
